Permitting

Please download, print and complete the Building Permit Application and the Land Owners Affidavit located under the "Quick Links" section on this page.  Return via email, fax or mail and we will get in touch with you after permit has been processed.

Please note that property owners who are clearing one acre of land or more, must apply for a Land Disturbance Permit first.  Click here to access the Land Disturbance Permit or you may access the permit under the "Quick Links" section.

All construction plans must be submitted in person or mailed to the Building and Zoning office. Plans must be hard copies, 36X40 or larger. CONSTRUCTION PLANS WILL NOT BE ACCEPTED BY EMAIL.

Planning & Zoning

Primary duties include but are not limited to administrating the Upson County Unified Development Ordinance. Additionally, an important role of this department is the maintenance of the Upson County Comprehensive Plan. The Comprehensive Plan is a vital tool for our community which helps guide Upson County into the future. The Department also assists the Upson County Planning Commission for zoning related matters.

Building Inspections

A traditional role of the department has been to handle both Upson County and the City of Thomaston’s building inspections program. A Building Official and a Building Inspector manage these inspections. Upson County requires inspections for:

  • Electrical
  • Final Inspection
  • Footings
  • Framing
  • HVAC
  • Plumbing

Address Signs

Address Signs are mandatory for all buildings & structures in Upson County, and can be obtained from any Upson County Volunteer Fire Department except the Lincoln Park Volunteer Fire Department.  Residents who reside in Lincoln Park can purchase a sign from any other Upson County Volunteer Fire Department.

Code Enforcement

Ordinances

The Code Enforcement Department is located in the Drake Bldg. of the Upson County Government Complex inside the Building and Zoning office. The Code Enforcement officer works in conjunction with the Upson County Building and Zoning Department to enforce county ordinances. The Code Enforcement Department responds to following ordinance violations:

  • Garbage pickup
  • Illegal dumping
  • Nuisance property
  • Scrap tires

Violation of these ordinances is a misdemeanor.
